The government of the Republic of Uruguay has decided to close the first phase of the business agreement with the Finnish company UPM, due to the establishment of a third plant in Charr├║a, reports Second Approach.

The initial phase of the negotiations that marked the will of a new pulp mill presented eight points: construction, transportation, communications, environmental forest areas, tax regulations, work contexts, energy and the environmental sector.
